The clamp grips the tire sidewall with three legs, and each leg holds a locator pin against the tire shoulder. A bent or worn leg moves where that pin sits, so the clamp stops holding the position you set it to.
Short legs cover tires under 28 inches. Long legs cover 28 inches and above and mount in three positions, which is what takes the clamp out to its full 43.3 inch range. A clamp uses three legs, so the three-pack replaces a complete set.
